It is called a "silent whistle" because it operates on a frequency above that of the average person's hearing. You will hear something, but not much. A few people can hear the actual tone, but most folks just hear the sound of the air going through the whistle.
Dogs have much more sensitive hearing than our own; they can hear sounds up to an impressive 45 000 Hz, so what your dog hears is really loud and travels up to 1.5km!
